The Senate, After A Long Discussion Of The Apportionment Bill, (see P. 240, ) Amended It In Its Most Important Feature, Raising The Ratio From 50,179, At Which Number The House Had Fixed It, To 70,650, Thus Reducing The Proposed Number Of Representatives To 223. The Bill Was Also Amended In The Senate By The Addition Of A Clause Granting An Additional Member To Each State Whose Population Is Such That, After The Regular Process Of Apportionment Had Been Made, There Is A Remainder Larger Than One Half The Ratio.
